Also, I wanted to add my recent peculiar experience with PayPal buyer credit. I don't normally buy things on credit, but I had used PayPal buyer credit as a convenience and paid it off in full every month. Until like the 4th or 5th month I used it when I didn't get a statement.
Near the end of the month, I got to thinking, "Isn't it time for me to pay the PayPal card?" I went and looked and the payment was due THAT DAY. Well, I made to pay it instantly, but it takes them two days to process the payment, so they charged me a $25 late fee.
I thought it was possible I'd gotten the email and just missed it. But the next month, I got a letter in the mail saying PayPal can't send me my email statements because they don't have a valid address. So, I go check my account and it's due the NEXT DAY. So I pay it immediately, but it's going to take two days to post and I get charged another late fee. The letter I got was really weird and suspicious looking, too. I was afraid to log into my account it was so strange! It looked like it was hand typed and didn't have any kind of business logo or anything on it and wasn't signed by anyone. Besides that, PayPal has the same two email addresses for me that they have always had, that I always used, and which I get email including paypal email into every day.
So, I called customer service. The guy I talked to said he would start sending me paper invoices as well as email invoices. He couldn't explain why the previous two invoices hadn't come. He tried to refund me the late fees (so he said) but the computer would not allow him to do it. Normally in this kind of situation, I would have cussed somebody out. I'm serious. Just for the pleasure of ruining his day the way he ruined mine. But he acted like he really cared and he really tried. So, I couldn't take it out on him.
I've taken your advice and filed a complaint with the BBB. I'll be surprised to get any satisfaction out of this, but I quit using the card. As soon as I pay it off, I'm going to close the account.
It's just so, so disappointing that they have gotten to hold thier customers in such low regard. More than being disgusted with them for treating us as dispensable... it's just sad.

Just wanted to let anyone who was following this thread know that I got a response from them today. PayPal buyer credit is handled by GE Moneybank. They agreed, through the Better Business Burea, to credit my account the $50 in late charges.
