If I am not mistaken, it is what you agreed to when you signed up for Paypal. I really think Paypal does have some good uses when it comes to being a buyer. For instance, I have ordered eggs from someone on here--three weeks ago. They haven't bothered to send them and I am going to file a claim to get my money back.
As for an item you sell arriving broken, no matter what you put on that auction about the buyer purchasing insurance and you not being responsible for postal mishandling, they buyer will still get their money back, if it doesn't arrive in the shape it should.
Either way, Paypal fees are ridiculous. A short while ago I got some eggs and for various reasons needed to get a refund. When I paid the seller Paypal got money and when I got refunded my money Paypal got another fee so really, I lost out twice
