Can you look up if it is legal to torture dogs in your state ? This may not be the friendliest option but if you get them in jail they won't be able to get another animal for a while......

Animal abuse is illegal in every state, but OP has already told us multiple times that reporting them isn't an option right now.

Ok. OP can you look up if reporting this case can be done anonymously in your area? If yes, then bring this info to grandpa, he may be more willing to report anonymously as then there would be nothing the neighbors could retaliate against.

I will do that and see. We just have almost no neighbors which is another of his concerns. We live in the middle of nowhere.

This must be so stressful! I am sorry, I don't think animal control is allowed to tell who reported them anyway, or the police, so the neighbors might never know, getting all the dogs away from them would be the best, possible, option, but, you do need to stay safe. But, convincing your grandpa, is for the sweet pregnant pups stake! You are doing all that you can, I hope she comes back soon!
