    I'm in Nashville and I have to have a permit to keep chickens. It costs $25/year. They also have specific regulations regarding the coop and run sq footage. This year when I renewed my permit I had to send in a picture of my coop for their file. Not sure about Williamson Cty or Ducks though...

    I only know of the Ellington Agricultural Center in Nashville. It is free. You would take I-24 in to Harding Place...it's probably about 15 minute drive once off the interstate.     My Welsummer hen had huge spurs. They were at least an 1" long. It happens sometimes...like bearded hen turkeys If it's laying an egg it's def a hen/pullet. Check out the spur just visible above the grass on her left leg...
