Odd looking pullet or late blooming cockerel?

I purchased 2 white straight run day old silkie chicks the end of October. They are now 17 and a half weeks old. One is definitely a male. He has his comb and wattles, and has trying out his "new voice". The other one that I'm unsure about, has a very small (almost non existant) comb, tinier wattles and I'm unsure about whether "it" has crowed. Below are pictures. Sorry they aren't better. Any guesses?







 
I've had silkies before and could always tell the sexes. This one really has me stumped! It doesn't look like any I've had before. It also doesn't look like the cockeral or the pullets that were hatched the same time.

Last year I had two roos that were hatched & raised together. One of them looked something like this - he just didn't develop much of a comb for a much longer time and rarely crowed until I got rid of the first (more dominant) male. He was almost 6 months old before I was certain. I'm guessing this may be similar - male that is developing more slowly, possibly in part b/c of having a more dominant male.
 
Thanks for the info! I was hoping it was an odd looking female because I'm not keeping roosters. I'm rehoming the male hatchmate but I'll keep this one for now to be sure.

My opinion is that it's female. So don't give up on it yet.
