Wow, that is -- like -- so much more than just "grey."

I have no idea where my birds originally came from, just that the female is a silver roux type and the male is Tibetan. Of course, I could also have those color names wrong too. . .I'll just hang out here at BYC and try to pick up from your and every else's expertise.
There are Facebook groups for genetics and stuff but I don’t do Facebook so I don’t get to benefit from all that. But if social media is up your alley, you can probably learn a bunch that way.
 
I set 15 corinex quail eggs. 2 hatched. 8 eggs contained fully developed but dead chicks. 5 eggs were infertile. I used a n incubator with automatic turner. The alarm for humidity set off constantly although the Govee humidity and temp Guage I put in there registered correct temp at 100 and high humidity between 70 and 90%.
My question is why did the chicks die in the shell? Could it be because the fluid in the shell was too much? I think they may have drowned in the fluid.
Any help will be appreciated.

Agree. Too humid and they drowned.

In Houston with high ambient humidity, I don't add water and keep the humidity between 20-40%. At lockdown or first pip, add a jar of water to target 40-50% humidity. Jar opening is the critical dimension. More surface area means more evaporation and higher humidity. The trays in the Hovabator are too much for me.

Did you calibrate the thermometer or salt test the hygrometer (humidity gauge)? If you only had one thermometer, test and add more to identify cold spots and rotate the eggs around during incubation. I'll do that once a week.

These numbers look good to me. Do you all agree? Average temp is bouncing on 99.4-99.5 and the humidity is just shy of 25%.
According to my previous tests, if I add a teaspoon of water my humidity will go up to at least 35% probably higher.

Yes it sounds like your humidity was too high so the chicks basically drowned in shell. I don’t see your location....but typically 30-45% day 1-14 and 50-65% at lockdown thru hatch. It varies slightly based on location and ambient humidity.

El Paso Linda may be in El Paso. But I'm not positive. Desert country around El Paso.
