Yes. Looking at one for a green house. Build a 2' tall wall up and put the wire on top of that. Make it wider if you don't want the height.

I think it should be relatively easy! Maybe build a big wood frame to the height you want then attach the panels? Or even just HC and no panels? You could probably get smaller size panels too if you made the wood go high up

Yep. We did that for the duck house. This was years ago before I realized the beauty of cattle panels. We framed up a two foot tall 8 x 16 box, and used pvc to build the hoop.
