My intention is to use a “thick” bed of straw. Maybe 3” deep. The pen I want to build will likely have an eight inch high wall. Of course they will have their hideouts too. Plastic is likely, but it all depends on getting the stupid pen done.

Ok dat's better...I was just visualizing an 8" tall pen...thought maybe building for button quail.

11 fertile. 8 made it to lockdown. 2 died (1 after hatch, 1 after externally pipping), and 6 happy, healthy quail chicks are up and running.
