4 week old duck always panting!

We have four ducklings 3 of which do not pant and one that has grown so fast and is bigger then the other 3 is always panting, she has been panting for as long as I remember having her, she eats fine and drinks fine. Temperature in the closet that they are in usually stays around 78 to 85 degrees, which they are staying in a plastic tote. I was wondering if it may be to cramped for them in the tote that we have and if so when should I place them in the shed we have made for them. Temperature around here stays between 75 to 85 on most days and at nights drops anywhere from 58 to 69 degrees. I didn't know if 4 weeks was to young to shove outside to give them more space or not.
