Years ago somebody owed me money for caring for their horse. I don't board horses anymore, but I used to. She took the horse off my property before paying . I took her to small claims court. I won. She didn't have a job or own a house or a car. I went to the court house and registered what is called an agistor's lien on the horse. I sent a copy to the breed registry. Two years later she wanted to sell her horse but couldn't transfer the papers because of the lien. I refused to release it, and she paid me. Patience prevailed. Sooner or later everybody owns something that can be used for leverage.
 
File charges against her. There are some on this site that have done this and they onwers were taken to court. Catch the cogs and take them to your local animal shelter. Show them pics of the devestation they dogs have cuasee. File a complaint with the local SHERRIF and a copy to the animal control. Have the dogs marked for livestock killing and they will put them down for you. Shoot to kill the dogs if you can not catch them.
 
Write your list of rabbits and birds and the cages and don't forget the potential income from these animals. If the rabbits were does, there are babies that can bring in income, also your chickens lay eggs that provide food for your table, maybe the rabbits too.

You have immediate damages and you have future damages, you have to either buy new at a cost or you have to raise new at a cost....Don't forget those costs and get her!!! You gave her enough chances to get it corrected. She ignored you.
 
After reading this thread, I have to agree that there is some good advise floating around, but I felt the need to include mine as well. From working in public safety, I can assure you that just because some back woods, hillbilly, highschool graduate has "Sheriff" in his title doesn't mean he even knows how to get out of a shower of ****, much less rain. It also means that you have to be somewhat Knowledgable of the laws in your area/state as well. MAny of the state laws and local ordinances can be found online, or I would call either local city law enforcement, or the sheriff's dept. and have them give you a hard copy of the law in person. That way you are legally covered, and if it says a nucience animal can be shot, I would put a bullet or two in each one of them, then call the Sheriff and when he gives you the BS of it being your fault because he doesn't know the law, or is too lazy to do his job, then you can tell him that if he doesn't do his job, then you have a case to sue him and the county, since he is an elected county official.
I think the lady telling you she is unemployed was telling you that to get her off the hook so to speak, and hopefully pulling at the heart strings, when realistically, whether you have a job or not has absolutely nothing to do with keeping your animals put up.
I do have to say that I am a true animal lover, but I also believe that you have to protect what is yours, because if you don't, no one else will. I hate the thoughts of everyone being so sue happy these days, but our society has gotten to the point that hurting the purse strings is the only way to get someones attention. You do need to pursue this to the fullest, because it will be an uphill battle just trying to protect what should be rightfully protected anyway, but you also have to set precedence or others will think they can get by with the same thing. And if you are like me, it would only take a time or two of people allowing that to happen and you won't have any animals left to worry about.
Also, your animals depend on you to keep them safe, and you are the only vioce they have.

Everyone has already given you very good advice that I agree with.

In KY, we have an old law that is on the books that you can shoot dog(s), if they are on your property destroying your livestock but it is very hard to get the local law to back you up on it. I'm going through a similar thing with my neighbor. Take pics, if and when you can. Try to remember the dates when the other incidents happened and document them and the talks that you had with the dog owner(s). Document any new talks that you have with him/her.

I just recently sat in on the local animal lovers meeting. The county attorney said that it would be hard for the owner to prove that you did the deed, if they didn't see you and don't tell anyone that you did it. If they are in your livestock, they are in someone else's too. If they do say you did it or claim they saw you, say that the animal was trying to attack you. Did he just give me permission?

My neighbor's dog even bit me. My neighbor asked, " are you sure my dog bit you? " Duh, my hand is bleeding while I'm talking to you about it. I did not have anything on me or in my hand to take care of business. I will never make that mistake again.

Here's two things you can do if you aren't going to get cooperation: 1) Round up the dogs and take them to the animal shelter yourself and 2) SSS!! Ever heard of it? Since the sheriff says you can be sued, you shoot, shovel and shut up! As far as I'm concerned you don't have much else of a choice. Have you seen "horsejody's" thread about the same problem?? My heart aches for those poor rabbits and chickens AND the horses AND you!! I'm so sorry.

Bear spray would work better than a bb gun for a deterrant. Bear spray - the pepper spray that will go about 20-30 yards, powerfully, and you don' t need to be a good shot. Just make sure you aren't shooting upwind! It would likely be enough of a deterrent that she will notice the pain her dogs are in, and may want to get them under control?

I dont believe in killing first, but in this instance, I have to say I would be telling that listless useless neighbor that I do, and that her dogs days were numbered. Would even be doing some target practice with LOUD ammunition the next time I saw the dogs, scare the crap out of dogs and neighbors!! lol
 
I even keep a can in my nightstand. I'd rather spray an intruder, than shoot someone and find out it wasn't an intruder! It is great stuff.

Yes, even if you could have her see you shooting blanks at her dogs! THAT might wake her up.
