Another rooster question

I bought my rooster sans tail feathers. I was told at the time he lost his feathers due to two rather rowdy RIR roosters. He is young, started feeling his spunk and the other rooster removed his tail feathers I suppose as a you ain't boss here statement. My question is will and if so when do the feathers grow back?

I've named him Bob because of his tail, as in bob tail.

Any help here?
 
If there are still stubs remaining from his tail feathers, he will not regrow a tail until either he molts or you remove the stubs - as in gently pull them out one at a time. He will probably complain, but done properly there is litte real pain. Once blood/pin feathers start appearing make sure that the flock does not start 'detailing' (pun intended) him again.
