I've found it easy to hold the quail in one hand and use the scissors in the other. I could see where someone with small hands would have a handful. I am surprised that you don't use the pull the head off method. Place quail neck between first two fingers of dominant hand. Quail's neck should between first two fingers located just behind the quail's head. Holding hand as still as possible, make a rapid circular motion causing the quail's body to spin in a circle. You should be able to feel the neck separate from the head. Quickly lower hand and finish with a hard upward jerk. Clothes pins on the legs holds them upside down for bleeding. Edge of a bucket full of absorbent or on the fence.
