I've heard you won't be able to sell your home under Cap and Trade if it's not up to California code (strictest in the nation). Your home will be audited and you will have to bring it up to code before it can be sold. 90% of Americans can't afford that.
To really see what it's about, go to Europe where it has been in effect. Registrations for vehicles are based on their engine size. Large Mercedes or BMW's are taxed at about $500 per year because they pollute more. Small VW's can be taxed as little as $50 per year. It's a tax the government uses to shift consumers to purchase what they think we all should be buying.
Cap & Trade has gone so far in Europe now that if you own an older home you MUST insulate and rip the roof off to bring it to code. If you have a home that you rent and it is not up to code, the tenant can then reduce the rent owed to you because it's costing them more for heat or hot water or whatever. You have no say anymore. They have inspectors that come in and audit your furnance. If it emits too much carbons, you MUST replace it with an efficient model.
Things are seriously out of control, IMHO. But, I know people who are just starting to ask about this stuff and quite frankly, I think it too late for most people to get out of the way of this speeding train
