If you can get her to drink it but it may not taste very good. Does she like a certain treat? I give my oldest Muscovg drakes [11yrs] Cosequin for his leg injury and I put the powder over some dry dog food then put just enough hot water that it soaks into the food and then I give it to him. He eats it right down.
You'll need a 1ml syringe to use if you give it by syringe.
Do they have a deep bucket or bowl to clean out their nares and eyes?

Yes, I have 2 and sometimes 3 two gallon buckets for them
 
Are they filled to the top? It is strange that they aren't cleaning their nares out themselves, do you see them often submerging and dunking their heads in the water?
Yes, every morning I refresh their buckets and fill them all the way up. By evening though there’s not much in them. I do see them dunking their heads in the water some but most of the time I only see them in the morning when I get them out and in the evening when I put them to bed, so I don’t see them that much.
 
How are your girls today?
I think a little better. Cheddar’s nose was clear this morning, Pancake didn’t have very much junk in her nose, but Pancake is still shaking a little and she likes being held which is not normal for her.

This morning they wouldn’t take their medicine in their food so I put a kennel in the pen and put them both in it with water and their food with medication in it. Hopefully they will eat it
 
The treatment is 7-10 days so keep it up. Hopefully, you'll start to see improvement soon. Keep their coop clean, Ammonia build up from wet feces can cause respiratory issues too.

Ok I will, I keep their house pretty clean but the pen is damp most of the time, you know how ducks love playing in their water. Any ideas how to keep the pen cleaner?
