Half a tail...yea for real.

I have a Japanese bantam with only half a tail, seriously he only has feathers on the left half, they are beautiful, he has no issues with any of his feathering and there are no social issues to account for. Whats up? Maybe he has a mutation. He does have the fluffy fuzzy feathers on the right side, just none of the real feathers. Weird. Any ideas?
 
Could he be molting? Molting would account for half a tail. If not, his tail mishap may be genetic.
