Definitely moisten the membrane lightly with coconut oil, Vaseline or ointment as suggested, but do NOT wrap it in a wet paper towel.
Wet paper towels will actually draw more moisture out of the egg thru the shell, as it evaporates from the towel.

You can place sponges next to the egg, if humidity is not high enough. Just not touching the egg.

Once you moisten the membrane, you will be able to see the blood vessels and see how to proceed from there.
 
Thank you all for your advice! I wet the membrane with some water so I could get a better look at things and the blood vessels were definitely still open. I checked every few hours on it and moistened the membrane a bit and eventually I could tell the vessels have closed off and the chick began to breathe under the membrane (best way I can describe it is it looked like it was blowing air into a paper bag, it would expand with air then wrap around the chick) so i made an artificial pip around its beak to make sure it was getting fresh air. I kept the humidity super high, around 80% and little by little pulled the membrane back and off. It finally made its way out this afternoon! Healthy and completely fine!
