Help!! Lump on back of roosters neck!

Hello, his name is roody and he has a strange lump on the back of his neck. He has been lethargic recently and shaking his head a little bit. When I was examining the lump I accidentally pulled the feather out that was on top of the bump. Is this an ingrown feather or a feather cyst. Any information would help greatly
