I would put in how ever much rice you want, rinse 1x, and cover with water up to your first knuckle, and push the go button.

At least that's how it is on all the rice cookers I've known.

    Add rice.

    Add water.

    Hit button.

I'm a 3 cup of water to 2 cup of rice person myself.

Oh... guess it also makes a difference on the type of rice... I only eat white rice, so if it's brown rice or american rice, it might be different water ratio.

While you're on line, email the company and let em know - I'm sure they will send you the little booklet. You don't want to miss out on the warnings on that thing, like:
Do not use rice cooker in the shower.

    Etc.

Take a bowl, put in rice, rinse rice just once. Don't need water to run clear. Put into non stick bowl, add desired water. Put in rice cooker, close lid, push go.

Not sure what the plastic half pot is for. Washing/measuring/steaming?

They say not to wash rice in the non stick bowl as sand and rocks can scratch it.

    Edit:

    Is it this?:

It has a link for PDF on that page.

I would google Black & Decker and the model number (should say on the box) and directions, I bet you can find them online.

For white rice do 1 part rice to 2 parts water. For brown rice we use 1 part rice to 2.5 parts water. The rest is just like silkie says, put in the rinsed rice and water, cover, plug it in and push it to "cook". I love my rice cooker!
