The tail makes me think pullet but the comb/wattles make me think cockerel. I would say pullet though....

At 15 weeks this is a pullet. The body feathering is evenly shaded, saddle and hackle feathers are rounded and the comb/wattles are coloring but still small. ...the color coming from maturity of the pullet.

Definitely a pullet.

Look at the tail feathers.
