I think my dog has FAD ( flea Allergy Dermatitis) ???

Okay so it's actually mom's dog. She is a little jack russell/terrier mix. We have had her since a puppy and she recently turned 5. For the past three or so years she has gotten these awful skin sores and abrasions followed by super dry and flaky skin, she constantly chews at herself and it's worse in the summer and fall than the winter and spring but never really goes away. Hence I think it's fad, if so any ideas on how to help her and or other ideas on what it may be?
 
Fish oil pills really helped my dog who has this problem every summer. And when we have a pool she swims in it all the time it also seems to help.
 
The Fish Oil is a good idea!! Thanks, how many do you think she should get? She weighs around twenty?thirty pounds. And that's funny about the pool, we are about to get one so I'll keep that in mind as well.
 
I have an Italian Greyhound who is allergic to fleas and she will scratch herself raw. Since starting her on the Comfortis flea pill, it has all but stopped and her skin has cleared up.
