Ok, I'm thinking pullet because I don't see any tell-tale pointed saddle feathers.

Looks like a pullet to me too. Have you checked to be sure she isn't hiding eggs somewhere?

It is October going into November. Without supplemental light, pullets will have a delayed start to laying. Hens over a year old will usually stop or slow down laying

By "delayed start", do you mean maybe November?
Or all the way in spring when the days get longer?

My 25 wk old pullets are not laying yet!

It often depends on the breed. Winter layers are more likely to have less of a delay.

There is hope that yours will start in two or three more weeks.
