My chick just hatched a couple hours ago and it has is head underneath

Can I give it warm water with sugar

Put some water on a spoon.
Hold the spoon up to the beak and see if it drinks on it's own.

I am afraid that if you try to force anything it will end ugly.
I can't stress enough that you have to be very careful to not make it aspirate.

He is fine for a day or two with no feed or water.
I think you are worrying too soon.

Yes he hatched at 4 am and it’s now almost 4 pm and it’s still in the same state

Do not ever give a newly hatched chick liquids of any kind. As Kiki says, hatching is tough work. The thing that baby needs most is rest. If she's not moving tomorrow, then it's time to worry.
