Looks like some rooster damage but the feathers are growing back in.
You need a much larger run for two birds than what they have.

She has pin feathers growing in now.
I would focus on more space with lots of things in the space for the hens to do so if it is feather picking, the picker will have more fun things to do than continue.
Putting a saddle on her while the feathers are coming in can cause issues with feather quality.
I would put her on a complete feed with 18-20% protein and oyster shell on the side. Supplement with canned sardines or tune every three days or so.

To entertain your birds and maybe prevent more feather plucking, you can hang a head of cabbage or lettuce just out of reach. Your birds won't be bored and will get some extra exercise by jumping up to get a taste.
