Actually, it is. It is our own responsibility to keep our children and other animals safe. Whatever that means - putting up a fence, animal control, SSS, catch and take to shelter - pick one. If you put up a fence, it will keep this particular dog out, and any other strays that may come along. If you shoot the dog, make it a good clean shot if you can. Nothing cruel there. Dog won't know a thing. If you take it to a shelter, tell them how it has been acting at your place. I don't know anything about animal control. We don't have that option here. We're out in the country, and we take care of our own problems.
