City ordinances . I live in Metro Chicago-land. Two adjacent suburbs , Franklin Park, and Northlake, do not allow chickens or ducks at all.
The local governments of the local communities make their own rulings/choices. In City Of Chicago within city limits, chickens and roosters are allowed. Only time they would tell you to get rid/remove rooster, is if it becomes a noise nuisance. (and people complain) Also If there is suspicion of rooster fighting.
So in this large metro area, with the multitude of suburbs, its a hit or miss on chickens allowed.

Always best to ask. There are some distinct differences between American & Aussie chickens. For example our Aracaunas aren't rumpless & Frizzles [both standard & bantam] are an actual breed out here ~ like with the Brits. I thought my Frizzle would be a glamour girl only but she's actually a really good layer.
