This is my Coturnix quail, George, who had foam in her eye this morning. I keep wiping it away with a soft cloth wet with warm water but this is the third time I'm wiping it and it has come back.

I've seen this happen before when horses get dirt or something in their eye. I think that is what is going on here.

She does have plucked feathers on her head and I'm sorting that out, but that is unrelated.
 
Foamy eye with conjunctivitis can be a sign of MG, a chronic respiratory disease (CRD) in poultry. I would flush the eye with saline or eye wash, and apply a small dab of either Terramycin eye ointment or plain Neosporin twice a day. You would have to get testing to confirm it though. Tylosin in the water can be a treatment for MG, but it is not cured. They may have a recurrence if they are stressed. Here is a good article to read on MG:

I wiped it off and properly cleaned it, it seems to have stopped now. I'll update if it comes back.
 
I also recently hatched alot of babies from this bird recently and they appear to be fine so far. The oldest is 6 weeks and the youngest is 3 days.
 
I would get some Tylosin powder and treat for possible MG, and continue treating her eye. Watch the chicks for several weeks for any swollen or bubbly eyes, or other symptoms. MG can be spread through hatching eggs to offspring, and well as by direct contact. Hopefully she is okay. Here is where to find Tylosin online:

Ok, thanks. I cleaned it yesterday afternoon and it still hasn't come back yet. It is only in one eye.

Is there anything else it could be?
