My Dominiquers are the quietest in my flock. Very quiet and calm, sort of on the fringe of things. Good egg layers and supposed to be good moms, from what I hear.
I have turkens and mine are very quiet, my neighbor didn't even know we had any chickens. And the pens are right across a privacy fence from his motorcycle shop. Which he is in 75% of the time. They also don't freak out when someone new comes over. They are very person oriented and run up to me in the yard if they see me. I think thats due to getting them at a young age and only hand feeding them tho. I think any chicken can be "tame" if you start early with socializing. Just like any dog or cat. I have no idea about egg production tho....Mine are 7ish months old and no eggs yet.
My Madagascar Games (naked neck) is my favorite chicken. She is super-quiet, super-sweet and a decent layer. My Brown Sex Link is also very sweet and quiet and a VERY good layer. I also have a Buckeye who is quiet-ish and a good layer. She is nice but doesn't have that super-charming personality of the others. My Blue Cochin is not quiet and not very nice (skittish). She is a hoot, though.
My red sex-links have been amazing layers. We've had cold, snow and rain and they haven't missed a beat. They are great chickens. The eggs are really nice sized as well.
Is it against your town regulations to have chickens? If not do not worry about your neighbors. It is your yard and you can do with it what you please. If it is against town regulations, I'd get in good with your neighbors by giving them some eggs

Don't you dare tell my other chickens and roosters but my Speckled Sussex are absolutely the friendliest and certainly the quietest. My rooster will eat out of my hand but he does his "job" with the ladies.
I adore all the breeds but these are the only ones where I don't have to tell the visitors not to touch the rooster!!!!
