Ok, this just goes above and beyond being "neighborly". If you are allowed to have roosters and you want your rooster, then keep your rooster. You've done everything you can to minimize the noise to your neighbor.

Bottom line: She doesn't like you. So who cares if she doesn't like you more than she did before. I'm sure it will really hurt your rooster's feelings if you tell him the neighbor doesn't like him either.

She's just a miserable old PITA. $10 says if you got rid of your rooster, she'd be complaining about something else........your kids, your dog, your lawn, the color of your house, whatever. Just tell her you are within your rights to have a rooster and that is that. Don't listen to her complaining anymore.

Oh, and change your phone number to an unlisted # so she can't call you to complain.

That said...they sell this 4 inch rigid foam insulation that would have to be a great barrier to sound. But as you say, not in summer.

It's in the walls/ceiling of my coop but because Patandchickens post about ventilation scared me silly I've got probably twenty feet of vents in the coop, so I do hear mine, big time. Should be quiet come winter though.

Given her attitude I'd not try and do anything else to appease her, like a sound barrier fence or bamboo or fast growing shrub/hedges.

If she were nice I 'might', but honestly: he's yours, he's legal, and if he's nice to the girls...too bad for her.
 
I have a wooden box with airholes all over it. I let him out at 8. The noise has to go through the box, the coop, and the house so bye that time it is super low or obselete

Thats what my friend put between the walls of her new coop. Her neighbor was complaining and had gone to all the other neighbors trying to a get a petition to have the Rooster removed.
Some of the suggestions she was given were, get rid of the rooster, a bark collar, cutting the vocal cords etc

The ventilation windows are on the side of the chicken house that doesn't face the complaining neighbor. She also put a tarp on the side of the coop that faced the complaining neighbor.
It has really cut down the noise and the coop doesn't get too hot inside.
There is nothing legally the neighbor can do about the rooster but she wanted to keep the peace and it cost her $ to keep the neighbor sort of happy. He sneeks over and buys eggs from her road side stand........???
I think if nothing was done the rooster might have disappeared one day.
