She's a pullet with very poor feather quality for some reason.
Do you think it's from breeding or recent rain?
I got most of my birds from local feed stores and the like, so quality is always questionable. But I don't raise my birds for show, so as long as they're healthy, that's fine.
 
Doesn't look like breeding damage, and it may just be those pictures. Some birds just have poor quality feathering. Sometimes it changes after a molt, and sometimes it is a lifetime thing.

Thank you for answering. I am no stranger to raising chickens but this is my first year with a variety. I have a lot to learn.
