The high taxes this country imposes practically forces the American consumer to seek out lower cost imported goods since it all they can afford.It is largely consumer driven, although at times some segments of agriculture itself has promoted it. Consumers want to pay less and often imports are cheaper because of lower production costs. Production cost can be impacted a lot by regulations which the USA is a leader on. Soybean industry has promoted aquaculture in places like Vietnam which buys a lot of US soybeans. I get really ticked when crawfish, bullfrog and even bluegill products are now coming from China.
