Silkie cockerel or pullet?

Looks like pullets. But as you said, the younger one does have a more swept back hairdo so you might have a roo and hen. But so far, I'd say to wait, and in a few more weeks give us some updated pics so we can try to help you out!
If you could provide super clear close-up photos of the combs with the crests pushed back it may give us more information to go by. From the photos you provided they both look female, but as others have already stated, this can be deceptive.😊

I think the differences that you are seeing is the older one has a vaulted skull and the younger one has a non-vaulted skull. Birds with vaulted skulls will have a more rounded appearance of the crest. You will often see pink combs in pullets in some lines of white Silkies as well.
The unevenness in the crest does not look like streamers in my view. Streamers are normally a bit courser in texture than the regular feathering.
I think you have two pullets.😊
Here is a photo of my cockerel at about four months of age his comb was developing already but I wanted to point out what his streamers looked like at this age. This of course can vary from bird to bird but just to give you an idea.

Here is a photo of two pullets I had that now belong to a friend you can clearly see one has a vaulted skull and one doesn’t. The one that doesn’t has a more sweptback appearance.😊

With silkies, they say till they crow or lay an egg. I had a single silkie that had me very paranoid, even started crowing a week before coming into lay (she still does this).

They do both look like girls with very little movement on their combs and wattles for now.

Ahh i see, thought only cockerels have that look. Your silkies are so cute! Can’t wait till My chicks get fluffier.

My polish also crows and has defeated all the cockerels i had her with before giving them away. But she was surely a hen. Im hoping that they are hens as finding a roo would be far cheaper if i do decide to keep both.
