Another route to try is your local livestock inspector. Your horse is livestock, you have his papers and the contract. Live stock inspectors here can enforce laws pertaining to any livestock. For example, if a goat gets attacked by a dog and you call animal control, they do nothing the first time (just give a warning) BUT if you call the livestock inspector the dog is put down the first time. NO second chances. Maybe one close to you can give you some advice. It sounds like it SHOULD be simple but everyone ( the law) is making it difficult. Guy stole horse, sold horse to uncle. Uncle has now received stolen goods and is just as guilty as guy who stole horse. If it was your car or TV that would be enough for some action. I'm completely baffled over their inaction on this matter!
