And to be honest...aren't ALL US Legbar roosters "pet quality" at this point? Seems we don't even have standards set up for them yet, am I missing something?
Yes, everyone is right, I'm growing out a great cockerel that among other things has a diagonal, and partially flopping comb. He is definitely NOT one that would be bred to improve the breed in the direction that people interested in developing the breed would want to use. He will be going to someone's home who isn't going to breed or raise Cream Legbars. (I almost called him a cull---but although he is one who shouldn't have his genetics passed along to future generations, he has a number of good features. That's the reason I call him Pet Quality -- as opposed to a cockerel that one would want to breed, or eat. )

Meanwhile, people are breeding toward the UK version of the SOP.
He out grew looking knock-kneed, has nice color for beak and legs, nice chest IMO, and as he grew his comb has gotten straightened, but still travels diagonally across his head. He is well behaved and in answer to normanack's question, he is fairly quiet....serious guardian of his hens. Quite a nice rooster.
