Does your mom have another dog to help tire her out? When young dogs play a lot. Her pup could just need a friend or playdate to help burn off energy.

No other dogs, just Murphy, a timid kitty and my barely mobile stepdad. She has started bringing Murph with her to family dinners every week and that's helping, but Holy Cow, that little monkey is a real handful!
