What gender is my young call duck?

This is an almost 3 month old Snowy Call who until now I thought was a drake, but now his head is turning lighter like the female Snowy I have. He/she is also much smaller than my two other drakes( which I know by their raspy quack, which he doesn't have. ) he quacks like a girl lol
