X2 It is still done this way in Va as well
Most laws are written so insurance companies make a profit and so they do not have to pay out on claims.
Most if not all the folks I know participate in the black market economy they do not pay taxes they buy and sell contraband they buy and sell safety inspection stickers they constantly buy and sell stolen goods just keeping chooks illegally is easy for them they have meat birds only. (AFTER THEY WERE CAUGHT THE FIRST FEW TIMES THEY JUST ATE THE BIRDS) I know the same people have been caught many times with birds they have gotten very good about moving birds around to friends houses. they are not being caught or fined the city is wasting money trying to enforce the law finally the city has decided because of the economy to leave these folks alone . there is a little more to the story but it is a pc kina thingy part of why the city just gave up. that and while AC is over at this place there are "real calls" that need attention .
