The DNR she was referring to is the Dept of Natural Resources. Each state should have one. It is overseen by the governor. So like Indiana's is called the Indiana Department of Natural Resources. It's an agency of the state that maintains parks, hands out fishing and hunting licenses, rules on hunting, etc.
