Yes, you will want to decrease to close up the head.

It looks like she had increased a bit to make the forehead a little larger. Can you post a picture?  I would maybe start decreasing after the head is as round as you want it to be.
. Sorry to take so long I have been sick this is what I have done so far I think it is time to put in the eyes but the only ones i have are blue and my D says the look weard so i have to go buy some brown ones.

The other night I just learned about a new crochet technique called "Event Plaid". Anybody ever heard of this? You take a significant date in your life and then represent it in a crocheted/woven square or pillow or blanket. For example, today's date is 2/19/15. You split the date into individual numbers: 2 1 9 1 5. Since you have 5 numbers in the date, you will need 5 different colors of yarn. You then make a filet crochet mesh (dc, ch1, repeat across) with 2 rows of color A, 1 row of color B, 9 rows of color C, 1 row of color D, 5 rows of color E. Now you have a mesh of dc, ch1 spaces and you WEAVE the yarn from bottom to top through the mesh holes of your square. When you weave the color pattern left to right is the same as the color pattern you used to make the mesh. The result is a unique plaid pattern that represents your special date (birthday, anniversary, etc.). It is confusing, but really cool. When I get a chance I will try to post a pic of the small square I made this way. To make an afghan, you just repeat the stripe pattern over and over, but I made a square using only 1 repeat just to try the technique.

Here are somebody else's pics of an afghan they made this way.

The first step is to make the filet mesh:
