Day 21 and I think I have twins

Ok, so update. My twins I think may not have made it. It’s day 28 and there’s no movement. On the other hand, my solo egg duckling internally pipped almost 2 days ago and still nothing! I candled him and he’s still in there, but not as much as yesterday. I read the thread on assisted hatch, but I am worried. Should I wait? Should I safety pip him? Help

I opened the external pip a bit and it looks like his foot is over his head
