If you're not seeing movement or hearing anything, I would take the air cell off to assess the situation. Have coconut oil ready to apply to the membranes. Especially since one is a twin and they almost always need help to hatch.

I make the suggestion that before you do that you chip off more shell on both eggs and put a blatant slit in the membranes.
