I had bought a new gander a few months ago for my goose as she was alone and only recently had I found that he is blind on one eye can he still mate.:/

I have a goose that is 100% blind. She requires special care to keep her feeling safe, but is quite happy with her mate and goes through the annual breeding/laying cycle like a normal seeing goose. However, I personally do not set eggs from her as her condition (aggressive cataracts) may be genetic.

Yes he can still mate. As to wether he should be mated would depend on why he is blind in one eye ?
If it is a genetic condition, maybe he should not be mated??
