There was a thread about chickens getting muck packed into 'pockets' in the bottom of their feet, between toes up close to foot...a few got infected, others did not. Was a bit of an anomaly, but not terribly uncommon.

Speculating here until we get more photos... With freezing temps that spot may have been freeze burned. The cell structure on the surface is different from the pads around it. The swelling could be some deep blistering.
