Is it normal for one cockerel to be MUCH bigger than the other?

I've got (what I thought were) my two EE cockerels in a separate run/pen together. I was pretty sure that I heard them both crow- and he's got the red shoulders and longer, pointy-er tail feathers (compared to the girls) But his brother is SO MUCH bigger, like half again the size. And, it seems crazy but, it looks like the smaller one's comb just stopped growing when I separated the guys from the ladies. While the bigger one's comb has doubled in size and is super bright red. Also, I haven't seen any more crowing from the little guy, but I assumed that was a dominance thing.

Do you think I mis-gendered my little Roo? Has anyone had one top Roo grow much bigger than the less dominant ones?

But is it normal for the Dominant Roo to grow larger than a sub-roo?
Will my Big Guy stop my little guy from crowing?
