I pm looking to build a dirt bath for my chickens and wondering if top soil is okay to use. It says it does not contain fertilizer. What it does contain is I believe is soil/sand/mulch/gravel mixture.

Here's an image of it.

It's dirt. The chickens don't care and it won't hurt them. My chickens dust bathe in whatever dirt they choose on over 2 acres. Much of it is red clay with whatever Mother Nature added to it----sticks, twigs, leaves, rocks, bugs, dog crap, chicken crap, etc.

That dirt should be fine. It's stuff like "potting mix" that has fertilizers, perlite and other stuff mixed in. The cheapest top soils are often just dirt and sand/gravel.
