Nasty is nasty, age is not a factor. Just because he's older doesn't give him license to be a pain in the ---. IMHO
No it doesn't but I'm the type to call 'em on it. I let old people know they are a bad example for the young when they are nasty. My MIL was like that and I let her know it was wrong. I got a neighbor who has signs "no turn around" at his driveway but then sticks a bath tub Mary in the front yard. Some day I'd like to ask him what he thinks Mary thinks of his nastiness.
As for the OP I'd just leave it. Nuts is nuts. Next time I'd make sure the company cut it just a little over if he complains tuff. As for complaining to the organiztion I'd let him know what a nut the neighbors all think he is and ask him to move.
If others agree get a petition of people who want him to move and/ or put up a fence. The cost makes it worth it not to have to deal with looney tunes. I'd also let him know why I put it up.
If the OP can, complain to the organization.
But then I guess there are lots of options,
