They upped the bounty because not enough of them were being harvested to keep up with their growth. They don't care how old they are, still bring the same amount of money for each.
I just looked up the program. I wonder why they only run the program from nov to march? Might be too expensive to run year round? A few of them guys make a living doing that.
 
And if i keep it i need to get an aftermarket triger its adjusted down to 2.5lbs but isnt crisp enough but i really want a tikka or a wood stock gun my guns stock is "cool" but it aint wood.

part may be because spring and summer the usfws does alot with caring for the marshland with planting, picking up trash that might have floated in from when it floods and stuff. They get volunteers to help my wife and I are on the list. They do alot during the off hunting season. Bird watching, they'll get groups together and do like an educational thing where they bring groups of people through the woods and explain the ecosystem.
