Me and my cuddly marshmallow of a rooster, Rooroo. 
Apparently our council doesn't permit roosters due to noise pollution and such, but no-one (other than the council) in the whole 5-6 months I have kept him, have complained about him as we let him out later in the morning when people are awake, and the neighbors often crow back to him when he does crow outside.
We have had council workers come over and whine about him, asking how long I had him and such and telling me it is in my tenet agreement, but... There is no mention of chickens or roosters in it, and apparently the council really can't do anything unless people who live nearby complain about him.
