When is a young Roo capable of fertilization??

Our Roo is now 17 weeks old. Today was the first time I caught him on top of one of my older hens. I don't know when he started this behaviour, but is he capable of fertilizing eggs at this age??? And if so would they be ok to hatch??? (I have a Broody)......
