Masks are much less effective if they're poor fitting or worn improperly (especially for folks with certain high risk factors that make them more susceptible). Just like rinsing hands with water is less effective than washing hands for twenty seconds with soap in water as hot as one can handle.

My guess is that there's more research now on the transmissibility of the virus (single layers must not be that effective with the numbers of cases and deaths), many people wear super loose fitting masks that leave all the sides relatively open, and the CDC and other organizations are worried...
