If he has held the rest of your shipment after you've paid in full, there may be one ray of hope. He's taking money between states, so providing he has not fulfilled his end of your transaction, that means he is probably open to some federal commerce infractions. Contact the US Marshall or the FBI's Offices of Internet Fraud. Give them your information and then good luck.
But you still want justice, so here's what is left.
- Demand your full shipment once more- but don't expect it.
- Dispute the charges with your credit card company. Expect that to drag out.
- File his business with whatever online reporting options exist. Since he is not a BBB member, they have no influence. Hope for the best with this, since these bodies have little to no sanction or enforcement status.
- Report him to the local authorities where his business is registered.
Evey LE department today has a cyber crimes division. Turn him over to them. Again, good luck with that.
- Consider it a $10 lesson learned, since you did get half of what you ordered.
This back and forth banter with a petty liar and thief is getting you only grief and placing him in the power position.
